Head of Procurement

A Major mining operator are looking to recruit a Head of Procurement to work in Kazakhstan on an Iron Ore Mining project.
As Head of Procurement you will need to ensure availability of materials, equipment and services for the various activities of the company, in compliance with quality and safety standards and within timeframes and cost limitations from appropriate suppliers at most suitable terms.
Your responsibilities will include:
• Provide the leadership necessary to ensure that employees and contractors adhere to safety and environmental standards that exceed worldwide industry standards and any applicable legislation.
• Manage procurement and supply chain strategies and governance systems in line with the group procurement policies and activities
• Develop, install and audit policies and procedures to ensure compliance with statutory Kazakhstan and Group requirements concerning procurement, logistics, importation and payments.
• Meet technical, legal and the company's standards related to procurement activities.
• Continually review every aspect of the areas’ activities to ensure that opportunities to add value and enhance shareholder wealth are identified and implemented.
• Oversee all aspects of procurement of materials, services and CAPEX needs.
• Effective management of vendors including service level requirements
• Coordination and management of all purchasing contracts
• Ensure the company's acquisitions are properly conducted.
• Ensure new supply alternatives through supply market development programs, with special attention to Kazakhstan’s Local Content regulations.
• Conduct negotiations with suppliers in processes characterized by technical and commercial complexity, seeking the best cost/benefit, supply reliability, quality and delivery.
• Ensure environmental norms and procedures are complied with, caring for the environment in all activities.
• Provide leadership to the procurement team to ensure the development of a working environment that is conducive to the achievement of KPIs and that employees achieve their full potential by gaining new skills through the provision of effective mentoring and training programs.
• Implement employee performance management processes to ensure optimum employee performance and take appropriate action to remedy any substandard employee performance or behaviour.
• Ensure that the team is continuously encouraged by an invigorating workplace climate, thereby optimizing its performance, monitoring the development of activities, providing for adequate training and encouraging the fulfillment of goals. Actively assist with implementation of planned supply chain developments including warehousing, inventory management, internal / external logistics and importation processes
The successful candidate will have the following skills and experience:
• Graduate in Business Administration, finance, engineering or another relevant subject
•Experience in a similar role preferably in the mining industry.
•Minimum 5 years experience of the management/supervision of supply activities
Knowledge of Kazakhstani Business Practices and Supply Chain
•Language skills : English essential and Russian is preferred.
